How can I make a t shirt launcher to use in a sports venue to get shirts to the fans in the upper deck?

I've seen "spud launchers" and things like that made of pvc that use Co2. Does anyone have instructions for making one that uses compressed air to launch a rolled up t shirt or a small basketball into the stands?
