How do the London Bus Announcements work? How do they know when you are standing on the upper deck?

When the bus announcement says "No standing on the upper deck" can they see you through the CCTV or does the bus driver push a button that makes the announcement call out? Also today i was on a bus and the same voice that tells you the stops said "would the woman in the white parka come to the front of the bus" because she didn't pay her fare. How could a pre recorded announcement know that?

The "no standing onn the upper deck" and similar announcements are pre-recoeded but controlled by the driver who can see the upper deck through the CCTV and mirrors installed on the bus, but "would the woman in the white parka" announcement,must have been the driver actually speaking through the microphone installed on the bus,
  2. The driver of a London double decker bus has a periscope so that he can see what's happening on the upper deck. He also has CCTV. If people are standing on the upper deck, he can just push a button which will make the usual annoucement about no standing on the upper deck etc. While on a London bus, we're all being watched by CCTV. The driver has a mic and can talk to the passengers and make announcements. The announcements which you hear while the bus is on the move, such as "The next stop is Chancery Lane" (or some such) are triggered by streetside radio-computers as the bus passes by.
