What is the effect on the official Upper Deck Seal of Orichalcos card?

Don't give me lies about it being a hoax. By now plenty of people know that only high level judges wield them, not many were made, and they were made exclusively for UDE judges. So what does the card say? Can't find decent text anywhere!

2. Thought this might be helpful. The other guy's link is not "wordy" for the text. Just save the image to your desk top and zoom in if you cannot read. Also this card is being called a fake from all across the world and on other forums; a lead designer won't vouch nor deny the card either.
