which is the fastest way to get through the george washington bridge the upper deck or the lower?!?!?

I'm driving and I'm about to get to the george washington bridge going north and I was wondering which is the better route to take the upper or lower deck? Thanks and please answer I'm not driving I am the passenger. My friend is driving.

1. If your driving and on the computer at the same time..........neither deck is going to be safe
2. drive to a BMW dealership buy a BMW M6 or something fast(buy it and go) and that is of fastness. then MPH above 120 this a "way" u clearly said way and this one way of being the fastest way Lower(must read above first)
